As climate change leaves Kashmir apple farmers in debt and pushes millions of crisis-ridden farmers nationwide further into despair, government relief is minimal, and crop insurance unaffordable.
This fact is also a convincing repudiation of those who claim that international human rights instruments are ‘Western’.
